EIPA - Master of European Legal Studies (MELS)

The Luxembourg Ministry of Foreign and European Affairs offers a number of scholarships to enroll in and follow EIPA's Master of European Legal Studies (MELS).

The target group this Master aims at is the employees of the national public administration.

The master is a 2-year programme, delivered fully online, with teaching sessions once per month (Thursday and Friday afternoons, and all-day Saturday). It is designed for professionals and does not require a legal background. The programme is taught in English and French, so a good knowledge of both languages is required. Although the programme is online, the scholarships cover the cost of participating in 2–3 in-person events in Luxembourg per academic year.

Interested candidates should submit their applications by the 15th of June.

Register Now for Latest Massive Open Online Course for Judicial Actors

UNESCO is pleased to announce the launch of registrations for the third edition of the Massive Open Online Course on Freedom of Expression for Judicial Actors, jointly organized by UNESCO and the University of Oxford, beginning on 5 October 2026.

Building on the successful engagement of more than 11,000 judicial actors in previous editions, this completely free course provides participants with an understanding of the international legal framework governing freedom of expression, access to information and the safety of journalists, as well as emerging challenges related to digital technologies and evolving legal threats to freedom of expression.

The course is particularly relevant for law students, faculty members, researchers, legal practitioners and all stakeholders who have interest in freedom of expression and the rule of law. 

The MOOC will run for five weeks and will be available in Arabic, Chinese, English, French, Portuguese, Russian and Spanish. There are no prerequisites for enrolment, and participants who successfully complete the modules and quizzes will receive a certificate of achievement from UNESCO and the University of Oxford.

A new free online course on AI, Justice and the Rule of Law developed by UNESCO and the University of Oxford that is now open for registration at:

The course will be available in English in April 2026, followed by the French, Spanish and the Portuguese versions in summer this year. 

Strengthening Judicial expertise and Frontline support to combat Child Trafficking

SafeBorders aims to combat child trafficking by strengthening the capacities of judicial authorities and frontline professionals through enhanced cross-border cooperation. The project focuses on prevention, protection, and prosecution to better safeguard vulnerable children from trafficking and exploitation. The project is implemented in eight EU Member States and the Western Balkan region by a consortium of ten partners, coordinated by the Centre for European Constitutional Law in Greece. As part of the project, we are pleased to invite judges from the Western Balkan region (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia) to participate in an online training on responding to child trafficking. The training will be delivered in English via Zoom and will take place on:
