Transparency Program for the School of Magistrates of the Republic of Albania is prepared in accordance with law no. 119/2014, on the Right to be Informed.
This program is considered as a concrete way through which Public Authority, (the School of Magistrates) builds and increases transparency in its institutional work, under the guarantee of the Law on the Right to be Informed.
The information made public in this program, intends:
- To make the transparency of the work activity of the School of Magistrates, through its detailed reflection on the official website as well as in the public reception facilities.
Transparency Program is reflected on:
- Rubrics;
- Texts;
- Content;
- Time limit, (to make it public);;
- The manner of making public; &
- The relevant structure, which produces or administers the document.
In the content of the Transparency Program is evidenced:
- The publication scheme.
The publication scheme reflects the menus where the document is addressed on the official website.
Each document is accessible even in the scheme.
The documentation made public will be updated in the form and content.
The official website of the School of Magistrates is constructed in a form that provides information to the public without request, in easily and understandable formats.
In the rubrics of the official website is also reflected information that is characterized by restrictions on the identification of personal data due to the protection of the privacy of individuals (data subjects), etc.
The School of Magistrates will frequently update the Transparency Program, in accordance with point 2 of the Article 5 of the Law on the Right to be Informed.
General Principles
The main principles where is based the Transparency Program of the School of Magistrates are as follows:
- The right to be informed:
- This is a Constitutional right provided in the Article 23 of the Constitution, accessible to all without exception
- Presumption of maximum data publication:
- The School of Magistrates, exercises public functions, therefore the information derived from its activity is published in accordance with the applicable law.
- Correct enforcement of the law and of legal provisions that specifically regulate the activity of the School:
- Law no. 115/2016, on the organs of the management of the system of justice.
- Information:
- Shared in clear and understandable language.
- Supervisory authority of public information procedures (is):
- The Information and Data Protection Commissioner (IDP).
- Transparency program review:
- This is done under the same procedure, through which is made its approval.
- Public information without request:
This information should be:
- Complete;
- Accurate;
- Updated;
- Simple in consultation;
- Understandable;
- Easily accessible;
- Compatible with the original documents in the possession of the public authority.
