NOTIFICATION ON PARALLEL MOTION
ACCEPTANCE IN THE CIVIL SERVICE
IN THE EXECUTIVE CATEGORY
 
 
The kind of diploma - Scientific. The minimal level of diploma - Scientific Master.
In the application of the Articles 22 and 25, of the Law no.152/2013, on the civil clerk, changed, as well as of Chapter VII, of the sentence no. 243, date 18.3.2015, of the Council of Ministers (changed), the School of Magistrates notifies procedures of parallel motion and acceptance in the civil service for the executive category, for the group of positions:
1 (one) vacancy - A human resources specialist, in the sector of services, human resources and technology of information - Category: III-b
The above positions are offered initially to the civil clerks of the same category for the procedure of the parallel move. Only in case that from these positions, at the end of the procedure of the parallel motion, results that there are yet vacancies, they are valid for the competition through the procedure of acceptance in the civil service for the executive category.
FOR BOTH PROCEDURES (PARALLEL MOTION, ACCEPTANCE IN THE CIVIL SERVICE) IS APPLIED AT THE SAME TIME.

   General description of the work for the position above is:
a. Follows the procedures of the recruitment for the accomplishment of the necessities of the institution with human resources, selection and the professional training of clerks, as well as the administration of the documentation of personnel.
b. Prepares, updates work contracts, register of work and personal files of the clerks of the institution. Prepares agreements with lecturers/specialists/experts/facilitators/moderators and manages their files; prepares and updates work descriptions of the institutional staff, and manages them.
c. Prepares and updates work descriptions of staff of the institution, internal regulation, legal acts of the area of the activity of the School of Magistrates, making proposals to the head of the hierarchy.
d.Follows and applies the procurement process. Takes care for the accomplishment of other necessary services for the activity of the structures of the institution, as well as takes care for the providing with the necessary materials planned before in the budget of the institution, according to the proposal of sectors and their requests for the progress of the work. Makes the necessary standard documents for the development of the procedures of public procurements, follows the procedures of the development of public procurements to guarantee their accomplishment in accordance with the law, up to the finalization of final contracts with the winning subject.
e. Follows, monitors and gives report for the expenses of oil for the motor-generator and vehicle/s of the head of hierarchy.
f. Fills the authorizations, paper-trips and accompanying documents for the clerks who travel in service out and in the country.

PARALLEL MOTION

Only civil servants of the same category have the right to apply for this procedure, in all the institutions that are part of the civil service. 
 
 
1.1
CONDITIONS FOR THE PARALLEL MOTION AND SPECIFIC CRITERIA
 

Candidates have to meet conditions for the parallel motion as follows:

a- To be confirmed civil servants, of the same (executive) category; 
b- To not have disciplinary measures in force; 
c- To have at least the recent evaluation “well” or “very well.” 

Candidates have to meet the specific requirements as follows:

a- To have university formation, diploma of Bachelor level. It is preferred to have a diploma of Master of Science level; 
b- To have no less than 3 years if work experience in profession; 
c- To have good knowledge in one of foreign languages, such as English, French, etc.

DOCUMENTS, MANNER AND DEADLINE OF HANDLING
 

Candidates who apply might bring documents as follows:

a – Request;
b- Curriculum Vitae prepared according to the sample document that may be found in the link:

c - Photocopy of diploma (including even the Bachelor diploma.) For diplomas received out of the Republic of Albania is sent the equalization by the Ministry of Education, Sport and Youth;
d - Photocopy of the work booklet (in all pages which verify work experience); 
e - Photocopy of the identity card (ID); 
f – Certificate of health state; 
g - Self declaration of the judicial state; 
h – The last evaluation from the direct superior;
i – Certificate from the institution for not having disciplinary measure in force;
j – Every other document that verifies trainings, qualifications, the additional education, positive evaluations or others mentioned in curriculum vitae.
 
The application and handling of all documents mentioned above is going to be done in the School of Magistrates.
 
 
1.3
RESULTS FOR THE PHASE OF THE PRELIMINARY VERIFICATION

On 17.6.2019, will be published on the internet official website and in internal spaces, as well as on the portal, The National Employment Service, the list of candidates who meet the conditions of parallel motion and specific requirements, as well as the date, the place and the correct time of the interview.

In the same date, candidates who do not meet the conditions of parallel motion and specific requirements will be notified individually by the unit of the management of human resources of the institution where is the position for which is done the application, on causes of disqualification, (by means of e-mail address.)

FIELDS OF KNOWLEDGE, ABILITIES AND QUALITIES ON WHICH WILL BE DONE THE INTERVIEW

Candidates will be tested on:
 
a- The knowledge on the new legislation of Justice Reform.
i)  The Constitution of the Republic of Albania.
ii)  Law 115/2016, on the organs of the management of the justice system.
iii) Law 96/2016, on the status of judges and prosecutors in the Republic of Albania.
iv) Law 97/2016, on the organization and function of the Prosecutor’s Office in the Republic of Albania.
v) Law 98/2016, on the organization of the judicial power in the Republic of Albania.
vi) Law 84/2016, on the transit re-evaluation of judges and prosecutors in the Republic of Albania.
b- Knowledge on the law no. 152/2013, on the civil clerk.
c- Law no.9131, date 08.09.2003, on the rules ethics in public administration.
d - Knowledge on the law on public procurement.
e - The knowledge on the Internal Regulation of the School of Magistrates.

MANNER OF THE EVALUATION OF CANDIDATES

Candidates will be evaluated in relation to the handled documents: 

Candidates will be evaluated on the experience, trainings or qualifications related to the field, as well as on positive certification or on evaluations of individual results at work in cases when the process of certification is not done. The total of points for this evaluation is 40 points.

In the structured oral interview, candidates will be evaluated on:

a – Knowledge, capacities, competence in relation to the description of work position;
b – Their former experience;
c – Motivation, plans and expectancies for the career.
 
The total of points for this evaluation is 60 points.

DATE OF THE ISSUE OF COMPETITION RESULTS AND MANNER OF COMMUNICATION

At the end of the evaluation of candidates, the information on the winner will be published on the internet official website of the School of Magistrates, in internal spaces of the institution, as well as on the portal, The National Employment Service.

ACCEPTANCE IN THE CIVIL SERVICE
 

 Only if from positions ranked at the beginning of this notification, at the end of the procedure of parallel motion, results that there are yet vacant positions, these positions are valid for competition by means of the procedure of acceptance in the civil service for the executive category. You will have this information on the official website of the School of Magistrates, in internal spaces of the institution, as well as on the portal, The National Employment Service
 
 
2.1
CONDITIONS THAT MIGHT MEET THE CANDIDATE IN THE PROCEDURE OF ACCEPTANCE IN THE CIVIL SERVICE AND SPECIFIC CRITERIA
 

For this procedure have the right of application all candidates who are out of the system of civil service, who meet the general requirements according to the Article 21, of Law no. 152/2013,on the civil clerk, changed. 
 
 
The conditions that might meet the candidate in the procedure of the acceptance in the civil service are:

a - To be an Albanian citizen; 
b - To have complete capacity to act; 
c - To know the Albanian language, in the written and spoken form; 
d - To be in health conditions which allow him to accomplish the corresponding duty; 
e - To not have been sentenced through an in effect sentence for the commitment of a crime or for the commitment of a penal controversy voluntarily; 
f - On him to not have been taken the disciplinary measure of the leaving from the civil service, which is not deleted according to the Law 152/2013, on the civil clerk, changed. 

Candidates might meet the specific criteria as follows:
 
a- To have university formation, diploma of Bachelor level. It is preferred to have a diploma of Master of Science level; 
b- To have no less than 3 years if work experience in profession; 
c- To have good knowledge in one of foreign languages, such as English, French, etc.

No later than the date of 5.7.2019, the School of Magistrates will publish on the internet official website, in internal spaces of the institution, as well as on the portal, The National Employment Service, the list of candidates who meet the conditions and specific criteria for the procedure of the acceptance in the executive category, as well as the date, the place and the correct time of the written test and of the interview.

In the same date, candidates who do not meet the conditions of acceptance and specific criteria in the executive category will be notified individually electronically by the School of Magistrates, on causes of disqualification, (by means of e-mail address.)

MANNER OF THE EVALUATION OF CANDIDATES

Candidates will be evaluated in relation to the:
 
a – Written evaluation, up to 60 points;
b – Structured oral interview which consists on motivation, plans and their expectancies for the career, up to 25 points; 
c – Curriculum vitae, which consists on the evaluation of education, of experience and of trainings, related to the field, up to 15 points.

DATE OF THE ISSUE OF COMPETITION RESULTS AND MANNER OF COMMUNICATION
 

At the end of the evaluation of candidates, the School of Magistrates will declare the winner on the internet official website, in internal spaces of the institution, as well as on the portal, The National Employment Service.
All participating candidates in this procedure will be notified individually electronically on the results, (by means of e-mail address.)
All candidates who apply for the procedure of the acceptance in the civil service for the executive category, will receive information on the official website of the School of Magistrates, in internal spaces of the institution, as well as on the portal, The National Employment Service, on further phases of the procedure of the acceptance in the civil service for the executive category:
- On the date of the issuing of the results of preliminary verification;
- On the date, place and time of the competition.
To have this information, candidates have to visit continually the internet official website of the School of Magistrates and the internal spaces, as well as the portal, The National Employment Service, starting from 5.7.2019.
