CALL FOR PARALLEL MOTION AND PROMOTION IN THE BASIC AND INTERMEDIARY CATEGORY OF MANAGEMENT
 
Head of the Sector of FinanceThe kind of diploma - Economic Science. The minimal level of diploma - Scientific Master.
 
In the application of the Article 26, of the Law no.152/2013, on the civil clerk, changed, as well as of Chapters II and III, of the sentence no. 242, date 18/03/2015, of the Council of Ministers, the School of Magistrates notifies procedures of parallel motion and promotion for the position:
Head of the Sector of Finance - Category: III-a
 
The above position is offered initially to the civil clerks of the same category for the procedure of the parallel move. Only in case that from these positions, at the end of the procedure of the parallel motion, results that this position is yet vacant, it is valid for the competition through the procedure of promotion.
FOR BOTH PROCEDURES (PARALLEL MOTION AND PROMOTION) IS APPLIED AT THE SAME TIME.

 General description of the work for the position above is:
 
- Follows the application in practice of the state budget in all the approved units.
- Cooperates for the completion of the necessary documentation of corresponding schemes, for the composition of the draft budget for the coming year.
- Follows and keeps the necessary correspondence as well as reporting with the Ministry of Finances, Institute of Social Assurances, General Directory of taxes, Banks’ branch, Treasury’s branch etc., for certain problems, when is required.
- Makes the accord every month with the Treasury’s branch for the plan and the fact of expenses and incomes according to the units of the budget.
- Applies and follows the internal orders of the Head of the institution and of the authorized servant, when is asked for application, for financial problems.
- Liquidates different contracts that are related to tenders done in the institution. Also follows and liquidates small buying, asking all the necessary documentation for this practice.
- Controls and follows the expenses for salaries, social assurances, registrations and corresponding declarations in the system of taxes.
- Controls and authorizes the online declaration of the social, medical security, the tax on salaries and the tax at the source, for the clerks and lecturers and external experts.
- Responds for the completion of the financial document, its completion and liquidation with the treasury’s branch, making possible the periodical liquidation of all the expenses of the institution.
- Prepares order-expenses for the payments done from the institution.
- Controls the actions in the storehouse, cash-register as well as the inventories of the institution, in cooperation with the specialist of finances.
- Controls the concrete registration of the documents in the books of accountability, in the software of accountability.
- Issues the countable balance of the institution, along with tables and corresponding report.
- Takes part in the commission for the evaluation of inventories for their issuing our of usage.
- Applies and follows every other task given from the heads of hierarchy for specific problems.
- Issues specific data, in relation to the completion of the factual register of procurements every four months.
 
 
1 PARALLEL MOTION
 
Only civil servants of the same category have the right to apply for this procedure, in all the institutions that are part of the civil service.
 
1.1 CONDITIONS FOR THE PARALLEL MOTION AND SPECIFIC CRITERIA
 
Candidates have to meet conditions for the parallel motion as follows:
a- To be confirmed civil servants, of the same category (III-a or III-a/1);
b- To not have disciplinary measures in force;
c- To have at least the recent evaluation “well” or  “very well.”
 
Candidates have to meet the specific requirements as follows:
 
a- To have university formation, diploma of Bachelor level. The diploma of Master of Science level has to be for Economic Science;
b- To have no less than 5 years if work experience in profession;
c- To have good knowledge in one of foreign languages, such as English, French, etc.
 
1.2 DOCUMENTS, MANNER AND DEADLINE OF HANDLING
 
Candidates who apply might bring documents as follows:
 
a – Request;

c - Photocopy of diploma (including even the Bachelor diploma.) For diplomas received out of the Republic of Albania is sent the equalization by the Ministry of Education, Sport and Youth;
d - Photocopy of the work booklet (in all pages which verify work experience);
e - Photocopy of the identity card (ID);
f – Certificate of health state;
g - Self declaration of the judicial state;
h – The last evaluation from the direct superior;
i – Certificate from the institution for not having disciplinary measure in force;
j – Every other document that verifies trainings, qualifications, the additional education, positive evaluations or others mentioned in curriculum vitae.
 
The application and handling of all documents mentioned above is going to be done in the School of Magistrates.
The application and the handling of documents for parallel motion has to be done up to 22/09/2018.
 
1.3 RESULTS FOR THE PHASE OF THE PRELIMINARY VERIFICATION
 
On 24/09/2018, will be published on the internet official website of the School of Magistrates and in internal spaces, as well as on the portal, The National Employment Service, the list of candidates who meet the conditions of parallel motion and specific requirements, as well as the date, the place and the correct time of the interview.
 
In the same date, candidates who do not meet the conditions of parallel motion and specific requirements will be notified individually by the unit of the management of human resources of the institution where is the position for which is done the application, on causes of disqualification, (by means of e-mail address.)
 
1.4 FIELDS OF KNOWLEDGE, ABILITIES AND QUALITIES ON WHICH WILL BE DONE THE INTERVIEW
 
Candidates will be tested on:
·         Law no. 9228, date 29.4.2004, on accountability and financial tables, changed.
·         Law no. 10296, date 8.6.2010, on the financial management and control.
·         Law no. 8438, date 28.12.1998, on the tax on incomes, changed.
·         Law no. 9136, date 11.9.2003, on the collection of obligatory contributions of social and health security in the Republic of Albania, changed.
·         Law no. 10383, date 24.2.2011, on the compulsory health insurance in the Republic of Albania, changed.
·         Law no. 9975, date 28.7.2008, on national taxes, changed.
·         The manual on the financial management and control.
·         The knowledge on the new legislation of Justice Reform.
·         The Constitution of the Republic of Albania.
·         Law no. 115/2016, on the organs of the management of the justice system.
·         The knowledge on the law on civil clerk (changed) and sub-legal acts.
·         Knowledge on the law on public procurement.
·         Law no. 9131, date 8.9.2003, on the rules ethics in public administration.
·         The knowledge on the Internal Regulation of the School of Magistrates.
 
1.5   MANNER OF THE EVALUATION OF CANDIDATES
 
Candidates will be evaluated in relation to the handled documents:
Candidates will be evaluated on the experience, trainings or qualifications related to the field, as well as on positive certification or on evaluations of individual results at work in cases when the process of certification is not done. The total of points for this evaluation is 40 points.
 
In the structured oral interview, candidates will be evaluated on:
 
a – Knowledge, capacities, competence in relation to the description of work position;
b – Their former experience;
c – Motivation, plans and expectancies for the career.
 
The total of points for this evaluation is 60 points.

1.6 DATE OF THE ISSUE OF COMPETITION RESULTS AND MANNER OF COMMUNICATION
At the end of the evaluation of candidates, the information on the winner will be published on the internet official website of the School of Magistrates, in internal spaces of the institution, as well as on the portal, The National Employment Service.All candidates who are participants in this procedure will be notified individually electronically from the School of Magistrates on the results (through the e-mail address.)
 
2 PROMOTION
Only if from positions ranked at the beginning of this notification, at the end of the procedure of parallel motion, results that there are yet vacant positions, these positions are valid for competition by means of the procedure of acceptance in the civil service for the executive category. You will have this information on the official website of the School of Magistrates, starting from 07.10.2018.
 
For this procedure have the right of application only civil servants of a previous category (only a lower category), employed in the same institution or in another institution of the civil service, who meet the conditions of promotion and the specific requirements for the vacancy.
 
2.1 CONDITIONS THAT MIGHT MEET THE CANDIDATE IN THE PROCEDURE OF PROMOTION AND SPECIFIC CRITERIA
 
The conditions that might meet the candidate in the procedure of promotion are:
a- To be confirmed civil servants, of the same category (III-b, IV-a or IV-b);
b- To not have disciplinary measures in force;
c- To have at least the recent evaluation “well” or “very well.”
 
Candidates have to meet the specific requirements as follows:
 
a- To have university formation, diploma of Bachelor level. The diploma of Master of Science level has to be for Economic Science;
b- To have at least 5 years if work experience in profession is preferred in the area of financial management or public finances;
c- To have good knowledge in one of foreign languages, such as English, French, etc.
 
2.2 DOCUMENTS, MANNER AND DEADLINE OF HANDLING

In the same date, candidates who do not meet the conditions of acceptance and specific criteria in the executive category will be notified individually electronically by the School of Magistrates, on causes of disqualification, (by means of e-mail address.)

2.5 MANNER OF THE EVALUATION OF CANDIDATES

a- Written evaluation, up to 40 points;
b- Structured oral interview which consists on motivation, plans and their expectancies for the career, up to 40 points;
c- Curriculum vitae, which consists on the evaluation of education, of experience and of trainings, related to the field, up to 20 points.

- On the date of the issuing of the results of preliminary verification;
- On the date, place and time of the competition.
