Notification on the parallel move acceptance in the civil service in the executive category

·         NOTIFICATION ON THE PARALLEL MOVE ACCEPTANCE IN THE CIVIL SERVICE IN THE EXECUTIVE CATEGORY
 
Type of diploma "Scientific secretary for the continuous training”. Minimal level of diploma "Scientific Master ".
In the application of the Article 22  and of the Article 25, of the Law 152/2013 “On the civil clerk” changed, as well as of the Chapter VII, of the Sentence No. 243, date 18/03/2015, of the Council of Ministers, the School of Magistrates declares the procedures of the parallel move and of the acceptance in the civil service for the executive category, for the group of positions:
 
1.      Scientific secretary for the continuous training – Category: III-b
The above mentioned positions are offered initially to the civil clerks of the same category for the procedure of the parallel move! Only in case that from these positions, at the end of the procedure of the parallel move, results that there are yet vacancies, they are valid for the competition through the procedure of acceptance in the civil service for the executive category.

ACCEPTANCE IN THE CIVIL SERVICE

   General description of the work for the position above is:
 
- Formulation, evaluation, counseling, analysis, search and resolution of the problems and matters object of the field of the activity of the Sector of Professional Formation;
 
- Coordination of the activities of the cooperation of the School of Magistrates with the institutions such as judges and prosecutor offices of judicial districts, courts and prosecution offices of the appeals, the High Judicial Council and the High Prosecution Council, as well as other institutions, for reciprocal exchanges for the realization of the functions of the institution; the realization of the continuous formation for judges, prosecutors and other free professions, as well as the acceptance, informing, correct examination of the appeals and requests of judges, prosecutors, lawyers, notaries, judicial executioners, of all free professions.

PARALLEL MOVE

The right to apply for this procedure have only civil clerks of the same category, in all the institutions of the civil service. 
1.1
CONDITIONS FOR THE PARALLEL MOVE AND SPECIFIC CRITERIA

Candidates might meet the conditions for the parallel move as follows: 
a- To be confirmed civil clerks, within the same (executive) category; 
b- not to have disciplinary measures in force; 
c- To have at least the last evaluation “well” or “very well”. 

Candidates might meet the specific requirements as follows: 
a- To have the diploma of the level "Scientific Master" in Judicial Sciences. Even the diploma of the "Bachelor" level might be of the same ground; 
b- To have at least 3 years of work experience in profession; 
c- To have a good knowledge in one of the languages: English, Italian, French.

DOCUMENTS, MANNER AND DEADLINE OF HANDLING

Candidates who apply might handle documents as follows: 
a – Request.
b- Curriculum vitae filled in accordance with the sample document you will find in the link:

c – Photocopy of diploma (including even the diploma Bachelor). For the diplomas taken out of the Republic of Albania might be transmitted the equivalence from the Ministry of Education and Sport;
d – Photocopy of the work booklet (all the pages which certify the experience at work); 
e – Photocopy of the identity card (ID); 
f – Certification of the health state; 
g – Self declaration of the judicial state; 
h – The last evaluation from the direct authority;
i – Certification from the institution of not having disciplinary measure in force;
j – Each other document which verifies trainings, qualifications, additional education, positive evaluations or others mentioned in your curriculum vitae;

The application and the handling of all documents cited above:
1- will be done close to the School of Magistrates.

RESULTS  FOR THE PHASE OF THE PRELIMINARY VERIFICATION

On 8/5/2017, will be notified in the official internet page of the School of Magistrates and in the portal portalin “Shërbimi Kombëtar i Punësimit”, the list of candidates who meet the conditions of the parallel move and the specific requirements, as well as the date, place and the correct time of the interview.

At the same time candidates who do not meet the conditions of the parallel move and the specific requirements will be notified individually from the unit of the management of  human resources of the institution where is the position for which you desired to apply, on the causes of non qualification (through the e-mail address).

FIELDS OF KNOWLEDGE, ABILITIES AND QUALITIES ON WHICH WILL BE DONE THE INTERVIEW

Candidates will be tested on:
a-      The knowledge on the new legislation of the Reform in Justice.
i)                    The Constitution of the Republic of Albania.
ii)                  Law 115/2016 “On the organs of the management of the justice system”.
iii)                Law 96/2016 “On the status of judges and prosecutors in the Republic of Albania.”
iv)                Law 97/2016 “On the organization and function of the Prosecutor’s Office in the Republic of Albania”.
v)                  Law 98/2016 “On the organization of the judicial power in the Republic of Albania”.
vi)                Law 84/2016 “On the transit re-evaluation of judges and prosecutors in the Republic of Albania”.
b-      The knowledge on the law for the status of the civil clerks.
c-      Law nr.9131 date 08.09.2003 “On the rules of ethics in the public administration”.
d-     The knowledge on the Internal Regulation of the School of Magistrates.

MANNER OF THE EVALUATION OF CANDIDATES

Candidates will be evaluated in relation to the documents handled:
Candidates will be evaluated  for the experience, trainings and qualifications related with the ground, as well as  for the positive certification or for the evaluation of the individual results at work when the process of certification is not performed. The total of points for this evaluation is 40 points.

Candidates during the structurised oral interview will be evaluated on:
a – Knowledge, abilities, competence in relation with the description of the position of work;
b – Their former experience;
c – Motivation, aspirations and their expectancies for the career.
The total of points for this evaluation is 60 points.

DATE OF THE ISSUE OF THE RESULTS OF THE COMPETITION AND THE MANNER OF COMMUNICATION

At the end of the evaluation of the candidates, the information on the winner will be given in the official internet page of the School of Magistrates and in the portal “Shërbimi Kombëtar i Punësimit”.

ACCEPTANCE IN THE CIVIL SERVICE
 

   Only in case that from the positions ranked at the beginning of this notification, at the end of the procedure of the parallel move, results that there are yet vacancies, these positions are valid for the competition through the procedure of the acceptance in the civil service for the executive category. This information will be received in the internet page of the School of Magistrates, starting from the date of 22/05/2017. 
 
2.1
THE CONDITIONS THAT MIGHT BE MET FROM THE CANDIDATE IN THE PROCEDURE OF THE ACCEPTANCE IN THE CIVIL SERVICE AND SPECIFIC CRITERIA

For this procedure have the right to apply all the candidates who are out of the system of the civil service, who meet the general requirements according to the article21, of the law 152/2013 “On the civil clerk” changed. 

Conditions which might be met from the candidate in the procedure of the acceptance in the civil service are: 
a – To be an Albanian citizen; 
b – To be completely able to act; 
c – To know the Albanian language, in the written and spoken form; 
d – To be in health conditions which allow him to accomplish the corresponding duty; 
e – not to have been sentenced through an in effect sentence for the commitment of a crime or for the commitment of a penal controversy voluntarily; 
f – On him not to have been taken the disciplinary measure of the leaving from the civil service, which is not deleted according to the law 152/2013 “On the civil clerk” changed. 

Candidates might meet the specific criteria as follows:
a- To have diploma of the level "Scientific Master " in Judicial Science. Even the diploma of the "Bachelor" level might be of the same ground; 
b- To have at least 3 years of work experience in profession; 
c- To have a good knowledge in one of the languages: English, Italian, French. .

2.3
RESULTS  FOR THE PHASE OF THE PRELIMINARY VERIFICATION

On 22/05/2017, the School of Magistrates will make public in the official internet page and in the portal “Shërbimi Kombëtar i Punësimit”, the list of candidates who meet the conditions and the specific criteria for the procedure of the acceptance in the executive category, as well as the date, place and the correct time of the written test and interview.

In the same date candidates who do not meet the conditions of the acceptance in the executive category and the specific criteria will be notified individually in an electronic way from the School of Magistrates, on the causes of non qualification (through the e-mail address).

MANNER OF THE EVALUATION OF CANDIDATES

Candidates will be evaluated in relation to:

a – the written evaluation, up to 60 points;
b – the structurised oral interview which consists on the motivation, aspirations and their expectancies for the career, up to 25 points; 
c – Curriculum vitae, which consists on the evaluation of the education, of the experience of trainings, related with the ground, up to 15 points.

DATE OF THE ISSUE OF THE RESULTS OF THE COMPETITION AND THE MANNER OF COMMUNICATION

At the end of the evaluation of candidates, the School of Magistrates will declare the winner in the official website and in the portal “Shërbimi Kombëtar i Punësimit”. All the candidates participating in this procedure will be notified individually in an electronic manner for the results (through the e-mail address).
All the candidates who apply for the procedure of the acceptance in the civil service for the executive category, will find the information in the internet page of the School of Magistrates, for the further phases of the procedure of the acceptance in the civil service of the executive category,

- on the date of the issue of the results of the preliminary results,
- date, place and time of the competition;
To find this information, candidates might visit continuously the page of the School of Magistrates starting from the date of  22/05/2017.
