Notification of the vacancy Finance specialist

NOTIFICATION ON PARALLEL MOVE
 
In the application of the Law no.152/2013, date 30.05.2013 “On the civil clerk”, Chapter V – “Parallel move and promotion”, article 25 and the sentence of the Council of Ministers no. 243, date 18.3.2015  “On the acceptance, parallel move, period of proof and nomination in the executive category”, Chapter VII, the School of Magistrates declares the procedures of the competition for the parallel move:
 
 
Positions are offered initially to the civil clerks of the same category for the procedure of the parallel move! Only in case that from these positions, at the end of the procedure of the parallel move, results that there are yet vacancies, they are valid for the competition through the procedure of acceptance in the civil service for the executive category. 
Ø 1 (one) vacancy, position: Finance specialist.   
 
-          Date of the start of the notification:      08.03.2017    
-          Date of the end of the notification:  20.03.2017   
-          The last date of the application:        20.03.2017
 
General description of the work for the position above is:
 
- Treatment, in time and in a professional manner, of matters, problems, as well as the application of the rules of the financial management;
- Assists the responsible of the sector in the accomplishment of the function of the efficient usage of budgetary funds, administration and the perseverance of material and monetary values.
 
1.1 SPECIFIC CONDITIONS AND CRITERIA
 
1.1.1        The candidate for finance specialist might meet the general criteria as follows:
a – To be an Albanian citizen; 
b – To be completely able to act; 
c – To know the Albanian language, in the written and spoken form; 
d – To be in health conditions which allow him to accomplish the corresponding duty; 
e – not to have been sentenced through an in effect sentence for the commitment of a crime or for the commitment of a penal controversy voluntarily; 
f – On him not to have been taken the disciplinary measure of the leaving from the civil service, which is not deleted according to the law 152/2013 “On the civil clerk” changed.  
1.1.2        Candidates might meet the specific criteria as follows:
 
-      - To have diploma of the level "Scientific Master" in ‘Economic “or ‘Finance “or ‘Accountability”; even the diploma of the "Bachelor" level might be of the same ground. To have at least no less than five years of work experience in profession.
 
 
 
1.2 DOCUMENTS, MANNER AND DEADLINE OF HANDLING.
 
Candidates who apply might handle documents as follows:
a)      Request for application (written hand);
b)      Curriculum Vitae;
c)      Photocopy of the identity card (ID);
d)     Certificate of family composition;
e)      Photocopy of school’s diploma and the notarized list of grades;
f)       Different qualification certificate (in case of possession);
g)      Photocopy of the work booklet;
h)      Motivation of the leave from the last job (in case of being or of having been employed);
i)        legal-medical report;
j)        Self declaration of the judicial state;
k)      2 (two) photos.
 
-          The deadline of handling the last date of the application 20.03.2017.
-          The Date of the issuing of the results for the phase of the preliminary evaluation of candidates: 22.03.2017.
 
Documents might be handled by post or close to the protocol of the School of Magistrates within the date of 20.03.2017.
 
1.3 RESULTS FOR THE PHASE OF THE PRELIMINARY VERIFICATION OF DOCUMENTS.
 
On 22.03.2017, in the official page of the School of Magistrates and in the portal “Shërbimi Kombëtar i Punësimit” will be notified the list of candidates who meet the specific conditions and requirements, as well as the date, place and the correct time of the interview. Not qualified candidates have the right of appeal close to the Directory of the School of Magistrates. The period of appeal is 3 days from the date of the notification of the results of verification.
 
Note: Candidates who are not qualified in the phase of the preliminary evaluation will be notified by the responsible unit. Their names will not be done public.
 
 
1.4 FIELDS OF KNOWLEDGE, ABILITIES AND QUALITIES ON WHICH WILL BE DONE THE TEST AND THE INTERVIEW.
 
Candidates will be tested on:
a-        Law No. 9228, date 29.4.2004 «On accountability and financial schemes », changed.
i)        Law No. 10296, date 08.06.2010 « On the financial management and control. ».
ii)      Law No. 8438, date 28.12.1998 « On the taxation over incomes», changed.
iii)    Law No. 9136, date 11.9.2003 «On the collection of obligatory collection of contributions of health and social assurances in the Republic of Albania », changed.
iv)    Law No. 10383, date 24.2.2011 « On the obligatory assurance of health care in the Republic of Albania», changed.
v)      Law No. 9975, date 28.07.2008 « On national taxes », changed.
vi)    Manual on financial management and control.
b-        Knowledge on the new legislation of the Reform in Justice.
i)                    The Constitution of the Republic of Albania.
ii)                  Law 115/2016 “On the organs of the management of the justice system”.
c-        The knowledge on the law for the status of the civil clerks.
d-       Law nr.9131 date 08.09.2003 “On the rules of ethics in the public administration”.
e-        The knowledge on the Internal Regulation of the School of Magistrates.
 
 
1.5 MANNER OF THE EVALUATION OF CANDIDATES
 
1.5.1 Candidates will be evaluated in relation to the handled documents:
 
Candidates will be evaluated on the experience, trainings or qualification related to the field.
 
1.5.2 Candidates will be evaluated through the oral interview in relation to:
 
a – Knowledge, abilities, competence in relation with the description of the position of work;
b – Their former experience;
c – Motivation, aspirations and their expectancies for the career 
1.5.3       The total of points for the evaluation of candidates is 100 points detailed as follows:
 
The maximal evaluation for the documents is 40 points
The maximal evaluation for the oral interview is 60 points
 
The list of winners with over 70 points (over 70% of points) will be notified.
 
1.6 DATE OF THE ISSUE OF THE RESULTS OF THE COMPETITION AND THE MANNER OF COMMUNICATION KOMUNIKIMIT
At the end of the evaluation of candidates, the information will be notified to the portal “Shërbimi Kombëtar i Punësimit” and into the internet official page of the institution.
